Firstof all, every developer selects the libraries by himself.
Use linux drivers if:

If no similar libraries in eCS then such library may be used by developer. (Example: math libs)

Use native/self-written library if

Native libraries may be simpler and faster
No need to use huge linux library if you need few small functions.
